Transforming Shell’s tendering process
Led discovery, facilitated cross-functional workshops, defined the product vision, and designed the end-to-end submission experience.
Impact
The problem
The challenge was to design a submission platform that automated repetitive work, improved compliance and supported Shell's wider supply-chain transformation.

Solution
Through discovery and workshops, I worked with stakeholders to define a shared vision, then used rapid prototyping to turn it into a submission platform built on smart automation, real-time feedback and guided workflows — replacing fragmented Word-based work with something faster and more reliable.
That north-star prototype brought the vision to life, aligning stakeholders and securing both buy-in and funding for the next phase.
“Tom was always designing for where the capability was heading, not just what the platform could support today — the thinking was consistently ahead of what the technology could keep up with.” — Senior Stakeholder, Shell.
Submission planner
The Submission Planner turns a request into a scoped submission — capturing what's needed, budget range and timeline, with market insights guiding the way.
Submission workspace
The Submission Workspace is where the proposal gets built — setting contract values, modelling budget distribution, and tracking compliance as the plan comes together.
What this means for you
I go where the work actually happens — in Shell’s case, that meant Poland, watching the process in person rather than reading it on paper. That’s how I found people quietly double-checking details with a colleague in the room, and why the fix was easy for stakeholders to back.
